Pennsylvania’s ITS and TSMO work is split three ways, across PennDOT, the Turnpike, and the Philadelphia and Pittsburgh regions, each with its own operations practice and its own vendors. One day a year the chapter puts those staff in the same room. That makes it a compact read on how a large state DOT writes its specifications, runs its procurements and decides what operations data it shares outside the agency.
