Why it matters for the data layer
Wisconsin’s operators are mostly small and mid-sized municipal systems. That is the tier where GTFS production, National Transit Database reporting and CAD/AVL replacement all land on one or two people, usually the same two people. State association meetings are where those practitioners compare notes on what a vendor actually delivered, and where the vendors come to find them.
Coverage value here is not the keynote. It is the maintenance track and the hallway conversation about which systems Wisconsin agencies are replacing and what WisDOT is asking them to report.
